Why is the top of my browser on my Dell Inspiron jumping?

Why is the top of my browser on my Dell Inspiron jumping (skipping)? It isn't just the browser that keeps skipping, it's also any other windows that I open such as when i press start or when I go to check my internet connection in the lower right-hand corner. When I go to check my internet connections, the window will immediatly disappear no matter how many times I press it.
