But nothing disastrous will happen if you didn't, don't worry! If the laptop shuts off during setup, this will totally trash the system, and you'd then have to buy setup DVDs from Dell - and they're expensive!

No, Nothing seems to bad. You can just create account at dell.com and ask for the same. Try Dell services which gives you the best way to come out of this problem..
