I've done it before with my inspiron laptop. I just don't feel like calling up dell and waiting 2 hours on the phone. I've tried everything including disk cleanup, defrag, and removing programs. I think I have elements of programs left on my computer. I just want a clean slate. ctrl and F11 key on boot up to access the recovery. It will image the hardrive to original.
IF the computer was ever "Rebuild Winxp Install" ( like the idiots at CompUSA do), then you need to rebuild the Master Boot Record to access the hidden partition Recovery. There are some tricks to do such on the internet. Its far easier to start over completely than it is to try and remove single programs, they leave behind files which are never deleted and soon slow down a computer system.

With a dell desktop or laptop u should get a windows disc with it etc windows xp or windows vista.
Reboot your pc after u have backed up all your data u want to keep because your hard drive will be totaly wiped out. When pc boots click F8 or if it boot into cd automaticly leave it and click any key when it saids. Make sure the disc is in the disc drive before u reboot. When setup loads go through the options and it should start formatting the hard drive and then reinstalling a fresh copy of windows on it. After installation has done go to dell sopport desktop and find your desktop or laptop moddel and download the drivers off the site. Now u should be good to go.
A few ways to do this..
Pick up an XP cd and run it through your system and reformat the hard drive, (either way you will lose everything, so save what you want to keep). Once reformatting the hard drive, re-install the operating system.
Or, each newer operating system has what is called a system restore setting, you can try using that in the Tools menu from the Start button.
Or, use the factory default setting on the computer. When you start it up, there should be a section there where it says to press something to start it up, use that. It is completely self-guiding, dont worry about it.

The computer came with a CD for doing just that.
Insert the CD, turn the unit on, and follow the instructions.
If you don't have the CD that came with the unit, there isn't such an easy answer, other than ordering a replacement CD from DELL, or getting a generic Windows CD and manually doing the install yourself, finding all the drivers you need off the internet and burning them to a CD before you start.
It should have come with either a Recovery CD, where you can just pop that in and redo it, or sometimes, when you reboot the computer you can hold down a certain key, say for example "C" but you have to check with dell on that
