How do you get those cool efects on pictures if you have a dell computer?

Ok so there are alot of cool pictures that my friends post but they have really cool effects. I was wondering how do you get those effects because she wont tell me. BTW i have a 2 year old DELL computer and it wont let me install adobe flash player.
