It say's he's invulnerable to all forms of physical harm, even mental attacks. The fact that he's stuck in his chubby form shouldn't hinder them from trying to find ways to make him better. Like getting the mutant Leech, to dampen his powers.

During the time his powers are removed, he can be trained, become physically fit, etc. Heck make some random super soldier formula for him. If they thought of that, he'd be like a way better Captain America:
1. Wouldn't need a shield because of super invulnerability
2. Infinite stamina, can run at top speed forever! Captain America at his fastest was being able to run a mile in a minute. Now imagine that speed but never stopping.
3. Eternal youth, won't get old so he can last more than a life time.
4. Since he's a registered mutant, the government can use him whenever they want.
So why isn't this being done? I know, i know... questioning comic book logic is insane but still does anybody agree that this guy could be one of the greatest superheroes? Why isn't Butterball from Marvel a more better superhero?
You make some points, but then he'd lose all aspects that make him likable. If he becomes all fit and in shape, he'd be just another superhero. Regardless, keeping him this way is more of an editorial move as to why it hasn't happened. And by the way, they said he wasn't invulnerable to all mental attacks.
