There was a hero in legion of super heroes who was just energy inside a suit. if i can rembere correctly if the siut ripped he was a goner.

I'll give you an example.
Ice man Robert drake. at one point in time when he was in the groups the champion and defenders needed a belt cause his powers were out of control due to both mikhail rasputen colossus older brother there were 2 issues of Thor in the Massacre. And a couple of months later, Iceman crossed over into Thor for a couple of issues as well, when Loki jacked up Bobby's powers, forcing him to wear that restraining belt.hat was suppose to be resolved in X-factor by mikhail after fall of the mutants or around that area. I remember cause that was also used at hinting that his power's were greater then what was first presented which lead to the omega mutant. befor omega mutant thing anyway. also something on mutant's that have hard time controling their power's too. which should tell you some thing about mutant's like cyclops that can control there power. when rogue got control of here during X- treme she showed he true potentila as well and is suspect by many to an omega plus there was when gambit was show that his power were out of control for him when he was younger and met sinister the same way in his own ongoing series and whwne got back some year's later we saw he was an omega mutant as well. so the same thing is very possable for cyclops.
Cause During the Civil War: X-Men story arc, Cyclops is controlled by another mutant to use his powers at their full magnitude. When directed at the energy-absorbing mutant Bishop, Cyclops was able to overload Bishop's powers in a matter of seconds. It is also stated that Cyclops does not use his powers at such a level due to the preoccupation he has regarding his control (or lack thereof) of his abilities.
Also In Civil War: X-Men #4, while trying to blast through a reinforced door, Cyclops powers up Bishop, and Iron Man measures the power at nearly two gigawatts. Two gigawatts is the equivalent to the output of a large nuclear reactor.

sound's like bobby. and the slacker thing that's been place as blame for the regretful stops, that would interesting storys for bobby. only for better reason's like what gambit had and what sage her self is hideing about her full extent of her power's as well. i seriously doubt she a low level psi. Really doubt it. and the fact that the writer's that like to Explore bobby's power's are taken off/ away befor their time and certain people/fans like to blame it / call it on the slacking thing, when it has nothing to do with it. it was the next writer that do that. and throwing interesting story's with certain plot's such as that out and giveing us less interesting storys. and alot of people want to see that stuff Explored. bah I'd never make guy's like to be made to leave. at least they have interesting story idea's and can follow up on it to come paired to rerhashers. any the poin is here that these guy that can';t contron their power are alot stronger then alot of people theink . their problem is thair holding back.

Pyro couldn't generate fire so he had to wear a pack of gas on his back. and then he uses his power to ignite it.
Rogue would technically be in that category as she needs fabric to control her power hence the gloves.
Technically Strong Guy(when he's not dead) doesn't have control over it, as he gets hit with stuff the build up of energy causes him pain and deforms him with even more strength and muscles, so he has to pound the crap out of something so it doesnn't build up.
Also the guy who answered the question a first (PMCC) about the DC character...I think that might be The Atom.
I can't think of any more right now. I know there are a few. It was indeed a popular thing to do in the 80's and 90's.
There was Jaime Madrox who used to wear a special souit that kept him from duplicating at slight contact. Also at one time Dazzler wore a costume that absorbed and dissipated excess amounts of her power so that she didn't over load.
Beyond that I caan't really think of anyone.
I like this question, unfortunately It is the kind that will get stuck in my head and I'll be thinking of characters all weekend long.
Right now, in addition to what others have said so far, I can remember "Human Bomb" (?), a guy that was in the old DC Freedom Fighters who wore a whole radiation suit and released his power by removing a glove and touching something.
Man, this frustrating, I feel like I'm overlooking some good ones.

Well I dont know if this counts, but Doctor Solar from the old school Gold Key Comics had to wear a speacial costume to sheild others from his radiation.
